Opening a medical clinic in Florida takes more than finding a space and hiring staff. You need the right business entity, local permits, and — for most outpatient locations — an AHCA health care clinic license before you can operate.
1. Form your business
Register a corporation or LLC through Sunbiz (Florida Division of Corporations). Many clinic applications require a formed entity, EIN, and ownership documentation. Public notary and apostille services may be needed for certain filings.
2. Secure the location
Before healthcare licenses, your address typically needs:
- Certificate of Use / occupancy approval
- Sewer department approval
- DER (Department of Environmental Resources) where applicable
- Local Business Tax (LBT) — especially in Miami-Dade
- Municipal Certificate of Use
3. Apply for AHCA clinic licensing
Most Florida health care clinics need an AHCA license under the Health Care Clinic Act — Standard or Exempt depending on ownership and services. Learn more in our AHCA guide.
4. Enroll for billing & compliance IDs
Plan early for Medicare reimbursement of benefits, Medicaid enrollment, CLIA (if you run labs), DEA, MPI, NPI, DUN, and registry numbers. These can take months.
5. Hire the right team
Medical directors, general practitioners, APRNs (including autonomous), RNs, therapy technicians, and phlebotomists — timing hiring with license approval prevents expensive delays.
